I'm on iPhone 15, iOS 17.4.1 - Apple Health app has been installed since I bought the phone last year. Apple Health app is up to date. I force closed both Apple Health and the flok app and it's still not detecting Apple Health in the MOVE area and the 'Connect' button is greyed out. There is also the small print under the 'Connect' button that reads, "Apple Health is not installed on your device. Please install the app and reopen this screen. Follow this link to install Apple Health." The link brings you to the App Store, directly to Apple Health.
